In December 2017, two major murders occurred in Georgia. Two juveniles David Saralidze and Levan Dadunashvili were killed brutally at Khoravas Street, 19 –year-old Temirlan Machalikashvili was shot dead at his home in Pankisi Gorge during the special operation which was led by Deputy Head of State Security Agency Ioseb Gogashvili. In both cases the investigation wasn’t carried out objectively. The main figure of the murder case of Khorava street was the son of Mirza Subeliani, former high ranking official of the Chief Prosecutor’s Office of Georgia. Investigation on David Saralidze’s case did not answer the main question of who is the juvenile’s murderer. The court proceeding was closed, the case was confidential and the victim’s lawyers were unable to fully inform public and media, they were not allowed to use the right on the fair trial and adversarial principle while the Prosecutor’s Office provided media and public with only one-sided information as they desired. Investigation is underway in the Chief Prosecutor’s Office of Georgia on the case of Temirlan Machalikashvili and it is also classified as confidential. Lawyers are not allowed to look through the case materials because the liquidated person and his family are not known as victims. Furthermore, the state systematically urges the black PR through its media and tries to accuse the deceased Machalikashvili in connection with the terrorist organization. While the official state expertise confirmed that his fingerprints were not found on the grenade found in the room of Temirlan Machalikashvili, this fact has confirmed that the grenade in the Machalikashvili’s room was brought by officials of State Security Office. At the same time, the creation of advertising page in Facebook social network system financed by Social Security Office and using “fake bots” are directed to black PR to cause conflict in the Pankisi Gorge where the Russian special services constantly aggravate religious and ethnic hostility. The both murders and subjective investigation by the state was followed by mass-public protest in May in the capital of Georgia. So, the result of public oppression was that the main prosecutor Irakli Shotadze resigned and the investigation of David Saralidze case was renewed. The investigation on Temirlan Machalikashvili is still inactive because the head of the spec-operation from the state security office Ioseb Gogashvili maintains his positions and this face hinders the investigation. Hence, the state does not ensure fair justice in any major case, in Georgia it is practically impossible to set justice, so we urge you to monitor the investigation of these cases to achieve the punishment of the real criminals.
